Clearing House Service for PSSap

CSC is pleased to announce that it has partnered with Westpac to provide clearing house and stand-alone gateway services to employers with PSSap members.

These products will give you the convenience of being able to submit both PSSap and choice contributions through the same service.

The clearing house service will be free to those employers who have PSSap as their default superannuation scheme. It is anticipated to be available mid July 2016.

The stand-alone gateway will only be required if you are producing data in XBRL format. The stand-alone gateway will carry a small one-off connection fee but there are no transaction fees to be paid by the employer.

PGPA Compliance

Current clearing house solutions that rely on EFT payments run the risk of being non-compliant with s29(2)(e) of the Public Governance, Performance and Accountability (PGPA) Rule 2014. This is because EFT requires that funds be held overnight, therefore earning interest. This interest would need to be repaid to the Commonwealth, creating complexity and expense for both the employer and clearing house.

The CSC solution will rely on direct debit for the payment of contributions. On receipt of a data file, the clearing house will withdraw the required funds from an account nominated by your agency. This ensures data and contributions will balance and that PGPA

requirements will be met as direct debit is a same day process. The Department of Finance has confirmed that this approach is PGPA compliant.

To ensure compliance with PGPA, the clearing house will only be available where direct debit arrangements are in place. EFT will not be available. If you wish to use the service, you will need to consult with your internal finance areas about how to implement direct debit.


Ability to handle PSSap contributions

Not all clearing house and gateway services have expressed a willingness to handle contributions for government schemes at current price structures. The CSC services are designed from the ground up to accept PSSap data and contributions. PSSap data and contributions can be sent via the clearing house commencing payday 6 October 2016.


Support for PSSap

While implementation details are currently being worked through, CSC is committed to ensuring that support for data and contributions submission for PSSap is at the same level currently provided to employers for CSS and PSS. The clearing house and gateway will not prioritise PSSap contributions over your choice contributions.



The contract for the clearing house service is between CSC and Westpac. Those signing on for the service will do so by accepting relevant terms and conditions under that contract. These terms and conditions will be available online via the Employer Administration Centre. While CSC believes that a procurement exercise is not necessary to sign on to the service, you may wish to consult with the relevant teams in your agency.

The contractual arrangements for the stand-alone gateway are different and you should contact us if you are interested in using this service.
